I might have understood and done everything faster if I hadn't used "Save link As". For me as a user it is natural to use it when I do not see some download icon.
Especially if after "Save link As" I see the name of that file in the offer (for example temp.prg, licburl'x64.dll, etc) and not the file name with the .html extension.

In such situation, I personally think "Save link As" should fetch the raw file rather than the GitHub page HTML.

When you use "Save link as" on GitHub's Raw button, the browser may save the linked GitHub page instead of the file. First click Raw so the file itself opens in the browser, then press Ctrl+S (or right-click the opened file and choose "Save as"). That saves the raw file.
