Where should CTL3D.DLL be?

I found some strange display. The program shows as following in case of CTL3D.DLL location.

First picture=No CTL3D.DLL in program folder
Second picture=Copy CTL3D.DLL in program folder

Where should CTL3D.DLL be (Windows Vista)?

In 16 bits, I seem to recall that it needed to be in the program/app folder, which is where I've got it. However, I think ctl3d.dll is a 16 bit dll and thus probably not needed in 32 bits, though I'm still carrying it along as a left over piece from the 16 bit days. But your screenshots imply that it does in fact do something in 32 bits.

Anybody else have an insight on the function, if any of ctl3d.dll in 32 bits?

Are you running a 16 or 32 bits FW application ?

This program is 16bits version but it work fine but the 3DLOOK just change. I don't know why?
I copy CTL3D.DLL to windows\system32 (XP) and it works well. Now I use Windows Vista.

Yes, but don't support icon in .RC file. If I copy CTL3D.DLL to Program Folder, it work fine as WinXP.

Should it be like this?
