But Access is not available in all plans, which really doesn't make sense, and it cannot be added.

I have a Business Premium plan which is Office applications, plus Exchange. Access is not included. It's about $ 180 / year US. Access is included in Home and Personal editions costing much less, but they do not have Exchange. If I want to add Access, I have to upgrade to an E3 plan with a lot of features I'd never use. That cost is $ 240 / year, and of course they could easily mess up the transition. These prices are per user.

Communication with MSFT on this is not productive.

Yes it does, but it does not have exchange. My current account is "business" and this will make it difficult because it's pre-paid and a different department.
