Is it possible to make a E-Card with FWH ?

So, reading and writing data on a digital card.

I'm looking into a way for my soccerclub to make a E-Card (Banccard model). When they go to the cassier, they pay x amount and the cassier has to fill the value on the card.
They can pay on that moment in the kantina with the card, (Card reader with barcode ??)
