We are planning to retry the operation with a small delay and give the message only thereafter.

I am running the latest xHarbour ( .com version ) and the latest FWH. There are no unique issues, only those common to FWH when new features are released ( and soon thereafter, resolved ).
I also run Harbour and FWH with MSVC 2013 ( 2015 update )
