I got the effect that I want by including oDlg:bNcActivate := {| lOnOff | iif (lOnOff ,, oDlg: End ())}

Once that's included I could remove the NOWAIT clause

ACTIVATE DIALOG oDlg NOWAIT CENTERED ;
ON INIT oDlg:bNcActivate:={|lOnOff|iif(lOnOff,, oDlg:End())}
