Arturo,

Primero prueba a registrarlo desde una ventana de consola:

regsvr32 mscomm32.ocx

En nuestras pruebas mscomm32.ocx no se inicializa, y sin usar FWH, sólo usando oleview de Microsoft. Algo le falta, pero no sabemos lo que es.

Parece que si no tienes Visual Basic instalado no te deja usarlo.
